Council Minutes

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 PM on Monday, July 6, 2020 at Steele Community Center. The following members were present:

Present: Roger Adams, Mayor
Richard Reynolds, Councilmember Michael Stevens, Councilmember Philip Gleason Jr., Councilmember Nancy Miller-Borg, Councilmember Rick Barnes, Councilmember

The meeting was called to order at 6:30 pm by Mayor Adams, who then asked Councilmember Stevens to lead everyone in a word of prayer.

The Town Council having read the minutes from the Regular Council Meeting on Monday, June 15, 2020, motion was made by Councilmember Barnes to approve the minutes, seconded by Councilmember Reynolds and approved by the Town Council.

Ayes: Gleason Jr., Stevens, Miller-Borg, Barnes, and Reynolds. Nays: None.

Having received and read the May, 2020 financials from the Regular Council Meeting on Monday, June 15, 2020, motion was made by Councilmember Reynolds to approve the May 2020 financials, seconded by Councilmember Barnes and approved by the Council.

Ayes: Gleason Jr., Stevens, Miller-Borg, Barnes, and Reynolds. Nays: None.

Mayor Adams read the Notice of Election of Mayor and 5 places on the Town Council. He stated that Candidate Qualifying starts on July 7, 2020 and ends on July 21, 2020 at 5:00 pm.

Ordinance 2016 – 002 was read and will be used for the 2020 election as the same voting machines that were used in the 2016 election will be used for the 2020 election.

Fran Summerlin, Denny Wilcox, and Dan Ambrosius have been asked to serve on the Industrial Development Board. A motion was made by Councilmember Miller-Borg to approve these individuals to serve on the Industrial Development Board, seconded by Councilmember Reynolds and approved by the Council. Contact numbers will be given to Chairman Darrell Deweese, and appointments are immediate.

Ayes: Gleason Jr., Stevens, Miller-Borg, Barnes, and Reynolds. Nays: None.

Mayor Adams asked the council about their options on plexi-glass shields for the July 14 runoff election to separate the Poll Workers from the Voters. Mayor Adams stated that 3 shields would be needed. The shields are 40 X 31 ½. Providing masks, hand sanitizer, and wipes was also discussed. A motion was made by Councilmember Miller-Borg to purchase

Mayor Adams gave a dump truck update, the truck has been built and is currently in Texas. It will be sent here and the Warren Bed installed. The town should receive it very soon.

Mayor Adams stated that Chief Ward had discussed with him raising the Part Time Police Officers pay. The Town is currently down an officer and Chief Ward would like to use the Part Time Officers to fill in the schedule. He requested that Part Time Police Officers Brian Ebner, Alex Bosworth, Joe David Morgan, and John Bowlin be increased by $1.00 an hour. This would move them from $14.00 an hour to $15.00 an hour. Councilmember Miller-Borg stated that we would also need to increase the hourly wage of the other Full Time Officer (Whitt Burttram). She also stated that a temporary raise was given in July 2019, which was supposed to have been for six months and was never addressed after that. Councilmember Miller-Borg made a motion to increase the Part Time Officers to $15.00 / hour. Increase Officer Burttram’s pay by .50 cent an hour, and increase Firefighter/ EMT Jason Green’s pay by .50 cent an hour. Councilmember Barnes stated that he did not have a problem with this motion and seconded it. It was approved by the Council and will be effective Friday, July 10, 2020.

Nays: None.

Mayor Adams gave an update on the Demolition Project. He said that he spoke with Grant Writer Betty Loftin and she asked if pre-bid meeting could be handled over the phone.
Mayor Adams said that he had no problem with that. Bid Opening is scheduled for July 17, 2020 at 11:00 am at Town Hall.

Chief Ward stated that we had 16 hits on the interstate cameras. He said that ALDOT is working on getting the cameras moved from Duncan Farm Road to Hwy 11 and feels that they will be more effective in that location.

Councilmember Reynolds stated that it was time to start working on the budget. It was mentioned that a committee needed to be formed to work on a pay scale for the Town Employees.

With there being no further business to come before this regular Council Meeting of July 6, 2020, Councilmember Barnes made a motion to adjourn the meeting, Seconded by Councilmember Miller-Borg and adjourned at 7:05 PM.

QUALIFYING BEGINS July 7, 2020, DURING REGULAR OFFICE HOURS OF 8:00 A.M. TO 4:30 P.M. AND WILL END 5:00 P.M., July 21, 2020.

THE POLLS WILL BE OPENED AT THE COMMUNITY CENTER ON AUGUST 25, 2016, FROM 7:00 A.M. TO 7:00 P.M.. IF NECESSARY, A RUN-OFF ELECTION WILL BE HELD ON THE 5™ DAY OF OCTOBER, 2020, AT THE SAME LOCATION AND TIME.

ANY QUALIFIED ELECTOR WHO WILL HAVE RESIDED WITHIN THE MUNICIPALITY FROM WHICH HE OR SHE SEEKS ELECTION, FOR A PERIOD OF AT LEAST 90 DAYS ON ELECTION DAY, MAY QUALIFY TO RUN FOR OFFICE BY FILING THE APPROP­ RIATE FORMS AND PAYING ANY APPROPRIATE FEES, AS OTHERWISE PROVIDED
