COUNCIL MINUTES – July 6, 2017

The Town Council of the Town of Steele, Alabama, met in Regular Session at Town Hall at 6:30 pm on Thursday, July 6, 2017. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Rick Barnes, Councilmember

                            Nancy Miller-Borg, Councilmember

                          

Absent:               None.

 

Mayor Adams asked Councilmember Barnes to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on Monday, June 19, 2017, motion was made by Councilmember Barnes to approve the minutes, 2nd Councilmember Miller-Borg & approved by the Town Council.

                                                    

                                                   Ayes:  Barnes, Miller-Borg, Reynolds, Dunn and Gleason Jr.      Nays:  None.

 

The Town Council having read the minutes from the Special Meeting held on Friday,

 June 30, 2017, motion was made by Councilmember Miller-Borg to approve the minutes, 2nd Councilmember Barnes & approved by the Town Council, with Reynolds abstaining.

 

                                                    Ayes:  Miller-Borg, Barnes, Dunn and Gleason Jr.

                                                    Nays:  None.

                                                    Abstained: Reynolds.

 

The Town Council having read the minutes from the Work Session held on Monday,

 June 26, 2017, motion was made by Councilmember Reynolds to approve the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Gleason Jr., Dunn, Barnes and Miller-Borg.

                                                   Nays:  None.

 

The Town Council having reviewed the May financial reports, motion was made by Councilmember Reynolds approving the financial reports, 2nd Councilmember Gleason Jr. & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Gleason Jr., Dunn, Barnes and Miller-Borg.

                                                   Nays:  None.

 

Mayor Adams read a card that a vendor from the Farmer’s Market gave to him expressing their gratitude for the opportunity to meet the wonderful people of Steele at the Farmer’s Market.

 

Mayor Adams read an invitation to attend an event at Red Diamond on Tuesday, July 18, 2017 from 6:00-8:00 pm for Billy J. Murray to announce his candidacy for St. Clair County Sheriff.

 

Mayor Adams informed the Town Council that the 2010 Dodge Charger sold on Gov Deals for around $5,100.14.

Police Chief Ward asked to purchase a new Verizon MiFi, with unlimited internet access, for the 2017 Tahoe that would cost $40.01 monthly. Motion was made by Miller-Borg approving the Police Department expense of a Verizon MiFi for the 2017 Tahoe, 2nd Councilmember Gleason Jr. & approved by the Town Council.

 

                                                   Ayes:  Miller-Borg, Gleason Jr., Reynolds, Dunn and Barnes.

                                                   Nays:  None.

 

Motion was made by Councilmember Barnes approving the expenses from Teague Hardware store for the five gallon trash bags for the July 4th celebration and 6 locks for around Town for $68.93, 2nd Councilmember Gleason Jr. & approved by the Town Council.

 

                                                   Ayes:  Barnes, Gleason Jr., Reynolds, Dunn and Miller-Borg.

                                                   Nays:  None.

 

Motion was made by Councilmember Miller-Borg approving the Fire Department expense of $57.53 from Teague Hardware store for the Brush Truck that will be paid from the Fire & EMS account, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                    Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.

                                                    Nays:  None.

 

Mayor Adams informed the Town Council that the St. Clair County Commission passed Resolution 2017-43 to provide for direct payment of state aid to the Steele Public Library.

 

Mayor Adams informed the Town Council that the hearing on the motion for termination of settlement on the lagoon is Tuesday, July 25, 2017, 9:00 am.

 

Mayor Adams informed the Town Council that we have received $1,700.00 from the Fire & Rescue Billing Consultants on the Hazmat call at Love’s and anticipate receiving additional funds.

 

The Steele Jr. High School boys basketball team is requesting to have a roadblock in Steele on any Saturday available in July. Motion was made by Councilmember Miller-Borg approving the Steele Jr. High school boys basketball team having a roadblock in July, 2nd Councilmember Dunn & approved by the Town Council.

 

                                                   Ayes:  Miller-Borg, Dunn, Reynolds, Gleason Jr. and Barnes.

                                                   Nays:  None.

 

Councilmember Dunn wants to look into obtaining a garbage truck cart tipper. This was tabled until we receive more information and cost estimates.

 

Councilmember Dunn informed the Town Council that the UFOS is having their annual Serve Day at Steele Jr. High School on Saturday, July 29, 2017 and would like to have the Cleanup day for the Town the same day. Councilmember Dunn asked if the Town is willing to pay for the dumpster.

                     East Alabama Portables – $400.00 for a 30 yard dumpster that will hold 5 tons. The dumpster will not accept food, waste, paint cans or tires. Motion was made by Councilmember Barnes approving the rental of a dumpster for $400.00 for the Town Cleanup Day, 2nd Councilmember Reynolds & approved by the Town Council.

Councilmember Gleason Jr. thanked the Town Council, UFOS, and citizens of Steele for everything at the July 4th celebration. He also thanked the Fire Department for the fireworks show.

 

Fire Chief McHugh asked to purchase a winch bumper for the Fire Department brush truck that would cost around $1,100.00-$1,500.00. Motion was made by Councilmember Reynolds approving the expense of a winch bumper for the Fire Department brush truck that will be paid from the Fire & EMS account, 2nd Councilmember Gleason Jr. & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Gleason Jr., Dunn, Barnes and Miller-Borg.

                                                   Nays:  None.

 

Councilmember Barnes initiated discussion planning for a community wide competition to design our Town Seal. Tentative dates were discussed along with age groups, general rules, judges, and coordination with schools. More detail will be provided by the next council meeting.

 

A request was received to provide a donation for the Domestic Violence Shelter in St. Clair County. Motion was made by Councilmember Barnes for a donation of $350.00, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                   Nays:  None.

 

Mayor Adams informed the Town Council that he’s been in contact with Betty Loftin, the Town’s grant writer. They have spoke about a grant for the roads that would consist of asphalting. Mayor Adams mentioned that we would need to post two ads in the newspaper and hire Betty Loftin and the Town’s engineer, Houston Jenkins to do all the work.

Motion was made by Councilmember Barnes approving to hire Betty Loftin and Houston Jenkins and posting the ads, 2nd Councilmember Dunn & approved by the Town Council.

               Nays:  None.

 

Jane Barron was present and thanked the Town Council for the July 4th celebration and the Fire Department for the fireworks show.

 

With there being no further business to come before this Regular Council Meeting of

July 6, 2017, Councilmember Gleason Jr. made a motion to adjourn the meeting, 2nd by Councilmember Barnes, adjourned at 7:40 p.m..
