COUNCIL MINUTES – January 3, 2017

The Town Council met on Tuesday, January 3, 2017, 6:30 p.m.. The meeting was called to order by Mayor Adams. Present on roll call were Mayor Adams, Reynolds, Dunn,

Gleason Jr., Barnes & Miller-Borg.

 

Motion made by Gleason Jr. approving prior minutes, 2nd Barnes & approved by Council.

 

  Ayes: Gleason Jr., Barnes, Reynolds, Dunn and Miller-Borg.

  Nays:  None.

 

At the Town Council meeting on November 21, 2016 the Council approved the new Fire Station to purchase a MiFi internet adapter, with unlimited access for $30 monthly. After checking with Verizon and finding out the charges, the total would actually be $40.01 monthly for the unlimited access. Motion made by Gleason Jr. to amend the prior minutes for the $30 and approve $40.01, 2nd Barnes & approved by Council.

 

  Ayes:  Gleason Jr., Barnes, Reynolds, Dunn and Miller-Borg.

  Nays:  None.

 

Mayor Adams mentioned that the annual contribution to the Economic Development Council (EDC) is due for $9,000.00 and we have the option to pay in full or any balance we would like and pay the remaining balance when they invoice us. Adams suggested he would like us to pay half now and then the other half when we are invoiced. Motion made by Barnes to pay $4,500.00 to the EDC now and the other $4,500.00 when we are invoiced, 2nd Miller-Borg & approved by Council.

 

  Ayes:  Barnes, Miller-Borg, Reynolds, Dunn and Gleason Jr.

  Nays:  None.

 

Don Smith, from the EDC, will be attending the next Council meeting on Tuesday,

January 17, 2017.

 

The Sage Accounting Solutions annual maintenance contract is up in February and for one user it will total $1,054. If the Water Board pays 25% like last year, the Town will be paying $790.50 with the Water Board paying $263.50. Motion made by Miller-Borg to approve the $790.50 for the Sage maintenance contract, 2nd Barnes & approved by Council.  

  Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.

  Nays:  None.

 

We discussed at the last Council meeting the sewer pump we had was in bad condition and Hydra Services is taking it to clean for us. The pump we had was 6 years old and if we decided to repair the pump, the cost would be around $2,650.86 with a 30 day warranty. If we decided to buy a brand new pump it would cost $6,563, that includes a 5 year pro-rated warranty, that would start the day of installation.  Motion made by Barnes to purchase a new pump for $6,563, 2nd Dunn & approved by Council.

Adams, Rick Barnes, St. Clair County Chairman Paul Manning, St. Clair County Commissioner Jeff Brown, St. Clair County Engineer Dan Dahlke and the Assistant Engineer Clay Phillips , State Senator Phil Williams and Houston Jenkins attended a meeting with Governor Bentley in Montgomery on Tuesday, January 20, 2016. Also, in attendance was John Cooper from ALDOT. The meeting was very successful with ALDOT committing funds up to the engineer’s estimate to resurface Steele Station Road from Highway 11 to just past Love’s truck entrance. The Town will be responsible for cost exceeding the estimate.

Dunn met with the Public Service guys about a cart tipper, that rolls to the garbage truck and dumps the trash. Dunn & Mayor Adams checked at Ingram Equipment and got two quotes. One was for $4,365 and the other was for $5,765, which would handle more weight.

The cart tipper would be able to attach to the garbage truck or any other truck if we decided to swap trucks. Motion was made by Barnes to table until next meeting to check around for more prices and to check on any used ones that we might be able to get, 2nd Reynolds & approved by Council.

 

   Ayes:  Barnes, Reynolds, Dunn, Gleason Jr and Miller-Borg.

   Nays:  None.

 

Mayor Adams read the Fire/Medic calls for the month of December.

 

Mayor Adams mentioned that some of the employees had asked about direct deposit. Motion was made by Barnes approving direct deposit for the employees, 2nd Miller-Borg & approved by Council.

                                                 Nays:  None.

 

The Town is in need of updating the employee handbook and Mayor Adams thinks it would be a good idea to get a committee together to handle it. Mayor Adams recommended Reynolds, Miller-Borg and another member to be named later.

 

The next Council meeting will be on Tuesday, January 17, 2017, 6:30 p.m.

 

Dunn met with the Public Service guys and spoke with them about the garbage they pick up. They would like the approval to not pick up appliances and couches, just household trash only.    

Dunn is wanting to get together a cleanup day in the Spring, with the UFOS or any of the churches, to help participate in cleaning up the Town.

Dunn also mentioned that he spoke with Jason Dodd, at Breaking Bread, about doing a Fire/Police Appreciation dinner on January 21, 2017.

 

Barnes asked about us having work sessions at least quarterly or more than that if necessary to discuss the Town’s business and proposed projects.

 

Miller-Borg agrees with Barnes and would like us to look more into the work sessions.

 

Mayor Adams mentioned that there will be a pre-construction conference at Town Hall on Monday, January 9, 2017, 9:00 a.m. to discuss the storm shelter.
