COUNCIL MINUTES – January 23, 2018

 

 The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Tuesday, January 23, 2018 at Steele Town Hall. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Rick Barnes, Councilmember                    

                            Nancy Miller-Borg, Councilmember

 

Absent:              None.

 

The meeting was called to order by Mayor Adams.

Mayor Adams asked Councilmember Barnes to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on Tuesday, January 2, 2018, motion was made by Councilmember Miller-Borg to approve the minutes, 2nd Councilmember Barnes & approved by the Town Council.                                  

                                                    Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.                                                     Nays:  None.

 

Mayor Adams requested the Town Council to review the December financial reports and approve at the next Council Meeting on Monday, February 5, 2018.

 

Motion was made by Councilmember Reynolds approving the floor maintenance at Town Hall for $225.00, office supplies for the Police Department and office chairs for the Town Clerk, Court Clerk and Police Chief, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Barnes, Dunn, Gleason Jr. and Miller-Borg.

Nays:  None.

 

Motion was made by Councilmember Miller-Borg approving Judge Rodney Ward’s annual membership with the Alabama Municipal Judges Association for $75.00, 2nd Councilmember Barnes & approved by the Town Council.

 

Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.

Nays:  None.

 

Mayor Adams informed the Town Council that he has been approached by an anonymous donor and they’re willing to donate $50.00 monthly, which will go towards a Teacher of the Month at Steele Jr. High School. The teacher will be able to use the money for supplies for the classroom.

 

Mayor Adams informed the Town Council of the Industrial Development Board vacancy. The Mayor has spoken with James Ellis and he’s willing to serve on the Board. Motion was made by Councilmember Gleason Jr. to nominate James Ellis to the Industrial Development Board for the next six years, 2nd Councilmember Dunn & approved by the Town Council.

Mayor Adams asked for a motion to authorize the Mayor to enter into an agreement to participate in the Opioid Litigation. Motion was made by Councilmember Reynolds authorizing the Mayor to enter into an agreement to participate in the Opioid Litigation, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Miller-Borg, Dunn, Gleason Jr. and Barnes.

                                                   Nays:  None.

 

Mayor Adams informed the Town Council that Ruby Reynolds, the Senior Citizens’ Director, will be attending a mandatory meeting in Pelham on Thursday, January 25, 2018. After discussion, the Town Council agreed to send Ruby Reynolds to the meeting in Pelham and approving the expense of Ethel Vaughn working while Ruby is gone.

 

Mayor Adams and Councilmember Miller-Borg have met with the Plant Manager at Real Alloy concerning the furnaces burning and polluting the air. They have an engineer from the home office working with the employees to correct the problem.

 

Mayor Adams informed the Town Council that Police Chief Ward has spoken with him regarding the East Central Alabama Highway Safety Office “Click It or Ticket” Program. The program would allow the Police Officers to receive over-time several times a year, with the Town only being responsible for paying the Police Department retirement. After approval, the funding for salaries will be made to the Town through the East Central Alabama Highway Safety Office CORE reporting system.

Mayor Adams asked for a motion to authorize him to enter into an agreement with the East Central Alabama Highway Safety Office for the fiscal period of October 1, 2017 – September 30, 2018. Motion was made by Councilmember Miller-Borg authorizing the Mayor to enter into an agreement to participate in the Agreement, 2nd Councilmember Barnes & approved by the Town Council.

 Mayor Adams made the following announcement:

 

 

 

  • The next Council Meeting will be held on Monday, February 5, 2018 at 6:30 p.m..

 

 

Councilmember Dunn informed the Town Council that the UFOS, United Fellowship Outreach of Steele, is working on getting things together for An Amazing Race.

 

Councilmember Gleason Jr. informed the Town Council that he is working on things for the July 4th celebration.

 

Mayor Adams informed the Town Council that the grocery store building loan pays off on Thursday, January 25, 2018.

 

Councilmember Miller-Borg informed the Town Council that she’s working on a tree lighting ceremony and ugly sweater contest for the night of Friday, December 7, 2018. Also, she’s planning a Christmas parade that would be on Saturday, December 8, 2018.

 

Mayor Adams informed the Town Council that the Town Clerk, Jessica Martin, has a few more weeks before she goes out on maternity leave. He’s spoken with Samantha Chapman, the Magistrate, and she’s willing to handle the office while Martin is out, with the exception of Fridays. After discussion, the Town Council has agreed to hire Pat Coffee to help on Fridays. The Water Board will pay 25% of her salary.

Fire Chief Martin informed the Town Council that the 2006 Kenworth Tanker has a oil leak and he’s going to be sending it to Caterpillar for repairs. He also mentioned that we have enough fire protection with the trucks we have.

 

Mayor Adams would like the Town Council to know he’s checking on prices for natural gas generators.

 

With there being no further business to come before this Regular Council Meeting of

January 23, 2018, Councilmember Barnes made a motion to adjourn the meeting, 2nd by Councilmember Miller-Borg, adjourned at 7:10 p.m.
