COUNCIL MINUTES – December 18, 2017

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, December 18, 2017 at Steele Town Hall. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Rick Barnes, Councilmember                    

                            Nancy Miller-Borg, Councilmember

 

Absent:              None.

 

Mayor Adams asked Councilmember Barnes to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on Monday, December 4, 2017, motion was made by Councilmember Miller-Borg to approve the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council.                                       

                                                  Ayes:  Miller-Borg, Gleason Jr., Reynolds, Dunn, and Barnes.

                                                  Nays:  None.

 

Mayor Adams requested the Town Council to review the November financial reports and approve at the next Council Meeting on Tuesday, January 2, 2018.

 

Mayor Adams would like the Town Council to review the Resolution passed out on Child Care Facilities and discuss it at the next Council Meeting on Tuesday, January 2, 2018.

 

Motion was made by Councilmember Miller-Borg adopting Resolution 2017-008, Authorizing a One-Time Pay Increase to the Town of Steele’s employees, 2nd Councilmember Gleason Jr. & approved by the Town Council.

 

                                                   Ayes:  Miller-Borg, Gleason Jr., Reynolds, Dunn and Barnes.

                                                   Nays:  None.

 

Mayor Adams informed the Town Council that the annual fruit basket supplies exceeded the $400.00 that was approved on December 4, 2017 by $39.00. Motion was made by Councilmember Barnes approving the additional $39.00 to purchase the fruit basket supplies, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                    Ayes:  Barnes, Miller-Borg, Reynolds, Dunn and Gleason Jr.

                                                    Nays:  None.

 

Motion was made by Councilmember Miller-Borg to pay the invoice from Jones, Blair, Waldrup and Tucker Inc. for the sketch and description that was made on RainBird Corporation for $252.93, 2nd Councilmember Barnes & approved by the Town Council.

Mayor Adams informed the Town Council that the Police Department needs to adopt a policy designating a 28-day work period and any hours over 171 will be paid overtime in the 28-day work period. This new policy will not apply to the Police Chief, as he is an exempt employee covered under the Fair Labor Standards Act.

Motion was made by Councilmember Miller-Borg approving the Police Department Policy and including to add it in the new Handbook, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Mayor Adams informed the Town Council that the Police Department has some items that need to be destroyed.

  1. HP Desk Jet printer that came out of the wrecked Dodge Charger.

  2. Digital video recorder that was used for the old camera system.

Motion was made by Councilmember Reynolds approving to have the Police Department items destroyed, 2nd Councilmember Dunn & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Dunn, Gleason Jr., Barnes and Miller-Borg.

                                                   Nays:  None.

 

Fire Chief James Martin informed the Town Council that Police Officer Caleb Wise has passed his EMT, Emergency Medical Technician, final and he just has to take his National Registry test now.

 

Mayor Adams informed the Town Council that Police Officer Joy Ray is retiring at the first of the year and she will no longer be in charge of the Are You Okay Program for the senior citizens. Mayor Adams has spoken with Police Chief Mark Ward and he is willing to assume the Program and go out and visit the elderly/ shut-in citizens. If Police Chief Mark Ward takes this on he will be doing this extra along with being the Town’s Safety Coordinator. Mayor Adams would like to approve a pay increase to the Police Chief of $1.21 per hour for $ 19.75 per hour that will be effective on January 1, 2018.

Motion was made by Councilmember Reynolds approving this pay increase to Police Chief Mark Ward, 2nd Councilmember Dunn & approved by the Town Council.

                                                   Nays:  None.

 

 

Mayor Adams made the following announcements:

  • The Town Hall will be closed Friday, December 22, 2017 and Monday, December 25, 2017 for Christmas.

 

  • The next Council Meeting will be held on Tuesday, January 2, 2018 at 6:30 p.m..

 

Councilmember Reynolds went over some changes/corrections in the new Employee Handbook.

Councilmember Dunn thanked those who volunteered to help the UFOS stuff stockings for the students at Steele Jr. High School.

 

Councilmember Gleason Jr. wanted to thank the 1st Responders for responding to an accident at the Gleason farm on Sunday morning.

 

Roy Phillips asked Mayor Adams what the Town intended on doing with the generator out behind the Fire Department? As it is quite old and not running properly, Mayor Adams would like to get prices together on natural gas generators before deciding anything further.

 

With there being no further business to come before this Regular Council Meeting of December 18, 2017, Councilmember Miller-Borg made a motion to adjourn the meeting, 2nd by Councilmember Barnes, adjourned at 7:10 p.m.
