Council Minutes – August 17, 2020

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, August 17, 2020 at Steele Town Community Center. Upon roll call the following members were present.

Present: Roger Adams, Mayor
Richard Reynolds, Councilmember Philip Gleason Jr., Councilmember Rick Barnes, Councilmember Nancy Miller-Borg, Councilmember Michael Stevens – Councilmember

The meeting was called to order by Mayor Roger Adams who then led everyone in a word of prayer.

The minutes from the August 3, 2020 meeting were approved by a motion from Councilmember Barnes, seconded by Councilmember Miller-Borg, and approved by the Council.

Due to the first Monday of September being Labor Day, the next Council Meeting will be held on Tuesday, September 8, 2020 at 6:30 pm.

Resolution 2020-017, Resolution for new Police Department Tahoe Loan was read by Mayor Adams. Motion was made by Councilmember Miller-Borg to adopt Resolution 2020-017, seconded by Councilmember Gleason Jr. and approved by the Council.

Ayes: Gleason Jr., Miller-Borg, Barnes, Stevens and Reynolds Nays: none

Resolution 2020-018, Resolution to approve the Transportation Plan for Fiscal Year 2021 was read by Mayor Adams. Motion was made by councilmember Barnes to approve Resolution 2020-018,
Mayor Adams listed the following items that he would like to declare as surplus items: Generator
Fire Dept. miscellaneous equipment (air bottles, etc.) Ricoh Copy Machine
1984 White Dump Truck 2008 Ford Crown Victoria 2014 Chevrolet Tahoe

The Mayor stated that he felt we would get the best deal by placing an advertisement in the St. Clair Times stating that we are accepting sealed bids. Councilmember Reynolds made a motion to declare these items as surplus and put in an Ad in the Paper stating that sealed bids will be

Councilmember Miller-Borg asked the council if they would consider donating $350.00 to the Safe Place in Pell City, which is a domestic violence shelter. She stated that due to COVID-19, they have been unable to do their usual fundraisers. Motion was made by Councilmember Barnes to approve this donation, seconded by Councilmember Stevens, and approved by the Council.

Councilmember Reynolds mentioned that the rental of a pump for the lagoon needs to be discussed. Mayor Adams stated that there was an issue between Cells #1 and Cell #2 not draining to Cell #3. He stated that Cell #3 is so low that samples cannot be pulled and we needed to rent a pump to fix the situation. A quote was secured from United Rentals for the amount of
$1,147.71. This would be payable out of the Garbage and Sewer account. Motion was made by Councilmember Barnes to proceed with the rental of the pump for the needed work, seconded by Councilmember Gleason Jr., and approved by the Council.

Chief Ward stated that there will be a race held this Saturday at the Alabama International Dragway, and a rap concert on Sunday. He stated that Etowah County will have 25 people inside the Dragway to work Security and he and Officer Jim Clay will be working outside.

Councilmember Miller-Borg mentioned the Candidate Forum that was scheduled for Thursday, August 20, 2020. She stated that some of the candidates would not be attending. She also said that the will be a Census table at the forum. Mayor Adams stated that the Census is very important and he encourages everyone to participate.

Councilmember Bares asked about having the American Flags up for Election Day to serve as a reminder to vote. It was decided that flags would be put up around Town Hall, Railroad Park, and around the voting location (Community Center).

With there being no further business to come before this Regular Council Meeting of
August 17, 2020, Councilmember Barnes made a motion to adjourn the meeting, seconded by Councilmember Miller-Borg, and adjourned at 7:07 P.M. .
