COUNCIL MINUTES – October 16, 2017
The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, October 16, 2017 at Town Hall. Upon roll call the following members were present:

Richard Reynolds, Councilmember
Brent Dunn, Councilmember
Philip Gleason Jr., Councilmember
Nancy Miller-Borg, Councilmember
Absent: Rick Barnes, Councilmember
Mayor Adams led everyone in a word of prayer.
The Town Council having read the minutes from the Regular Council Meeting held on Monday, October 2, 2017, motion was made by Councilmember Miller-Borg to approve the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council.
Ayes: Miller-Borg, Gleason Jr., Reynolds and Dunn.
Nays: None.
Mayor Adams requested the Town Council to review the September financial reports and approve at the next Council meeting.
Mayor Adams informed the Town Council of the vacancy in the position of the Fire Chief.
Mayor Adams then appointed James Martin as the new Fire Chief.
Mayor Adams would like the Town Council to review Ordinance 2017-002, Rules and Guidelines for the Town of Steele’s Storm Shelter and discuss at the next Council meeting.
Mayor Adams informed the Town Council of Industrial Development Board member’s terms that have expired.

Mayor Adams has spoken with Mark Washburn and he’s no longer interested in serving on the Industrial Development Board at this time. Mayor Adams then informed the Town Council that there will now be a vacancy on the Industrial Development Board.
Motion was made by Councilmember Miller-Borg re-appointing William Atkinson, Rodney Free, and John D. Wilcox Jr. for the next six years and appointing John D. Wilcox to replace Mark Washburn on the Industrial Development Board, 2nd Councilmember Dunn & approved by the Town Council.
Ayes: Miller-Borg, Dunn, Reynolds and Gleason Jr.
Nays: None.
Motion was made by Councilmember Reynolds approving the reimbursement to Nancy Miller-Borg for her expenses for National Night Out for $193.54, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Mayor Adams informed the Town Council that several cities are participating in the Air Methods Advantage. Air Methods Advantage provides citizens in the Town the security of knowing they are covered if there is a need to be transported via air ambulance in the service area. Mayor Adams would like to have a public hearing to learn more about this offer and invite the Town citizens to participate. Motion was made by Councilmember Reynolds approving to have a public hearing to hear more about the Air Methods Advantage, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Mayor Adams informed the Town Council that items in the old grocery store building have been declared surplus at a previous meeting a year or so ago, but he would like to take sealed bids for the eleven shopping carts and two checkout counters that are remaining. We would need to post the notice in three places that we are accepting sealed bids and they need to be turned in by 4:30 pm on Monday, November 6, 2017.
Motion was made by Councilmember Miller-Borg approving the posting of the notice that the Town of Steele is accepting sealed bids for eleven shopping carts and two checkout counters, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Mayor Adams would like the Town Council to consider purchasing a camera system for the inside of the Community Center.
Mayor Adams made the following announcements:
∙ The next Town Council Meeting will be held on Monday, November 6, 2017 at 6:30 pm at the Steele Town Hall.
∙ The St. Clair County Mayor’s Association Meeting breakfast will be tomorrow morning, October 16, 2017, 7:30 am in Odenville. James Robinson, the president of the St. Clair County Fire Association, will be speaking.
∙ The community Trunk or Treat will be at the sports complex on Tuesday, October 31, 2017, 5:30 – 7:00 pm.
Mayor Adams read the September Fire/Medic report.
Motion was made by Councilmember Miller-Borg approving the transfer of $1,500.00 from the General Fund Account to the Debit Card Account to purchase the ice machine for Steele Jr. High School, 2nd Councilmember Dunn & approved by the Town Council.

Nays: None.
Motion was made by Councilmember Reynolds approving the fire Department purchases of patient care report forms for $170.00, service on the Kenworth tanker for $414.11 and radiator service on the Kenworth tanker for $213.00, 2nd Councilmember Miller-Borg & approved by the Town Council.

Nays: None.
Councilmember Miller-Borg informed the Town Council that we had a great turn out of approximately 250 for National Night Out and she appreciates everyone’s help.

Librarian Lynda Fann was present and asked the Mayor about opening a bank account for the Library. After discussion, motion was made by Councilmember Miller-Borg approving the opening of a Library bank account under the Town’s name at Peoples Independent Bank with the same co-signers as the Town accounts, along with Lynda Fann and the Library Board’s Treasurer Jean Hunsucker, 2nd Councilmember Dunn & approved by the Town Council.

Nays: None.
Motion was made by Councilmember Gleason Jr. approving the auditor to audit the old Library bank account before the Town opens the new account, 2nd Councilmember Dunn & approved by the Town Council.
Ayes: Gleason Jr., Miller-Borg, Reynolds and Dunn.
Nays: None.
Motion was made by Councilmember Miller-Borg to approve the Library’s hour’s change that will be effective November 5, 2017, Monday – Friday 10:30 am – 4:30 pm, 2nd Councilmember Dunn & approved by the Town Council.

Nays: None.
Jimma McHugh is requesting to have a roadblock on Saturday, November 4, 2017, 8:00 am – 12:00 noon to raise funds to go towards her nephew Landon’s service dog. Motion was made by Councilmember Dunn approving the roadblock, 2nd Councilmember Gleason Jr. & approved by the Town Council.

With there being no further business to come before this Regular Council Meeting of October 16, 2017, Councilmember Miller-Borg made a motion to adjourn the meeting, 2nd by Councilmember Gleason Jr., adjourned at 7:13 pm.
