COUNCIL MINUTES – November 6, 2017

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, November 6, 2017 at Steele Town Hall. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Rick Barnes, Councilmember

                            Nancy Miller-Borg, Councilmember

 

Absent:              None.

 

Mayor Adams asked Councilmember Gleason Jr. to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on

Monday, October 16, 2017, motion was made by Councilmember Miller-Borg  to approve

the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council, with

Barnes abstaining.

                                                                  Ayes: Miller-Borg, Gleason Jr., Reynolds and Dunn.

                                                                  Nays:  None.

         Abstaining: Barnes.

 

The Town Council having reviewed the September financial reports, motion was made by Councilmember Gleason Jr. approving the financial reports, 2nd Councilmember Dunn & approved by the Town Council.

 

                                                    Ayes: Gleason Jr., Dunn, Reynolds, Barnes and Miller-Borg.                                                     Nays:  None.

 

Motion was made by Councilmember Miller-Borg adopting Ordinance 2017-002, Establishing Rules and Guidelines for the Town of Steele’s Storm Shelter, 2nd Councilmember Reynolds & approved by the Town Council.

 

                                                   Ayes:  Miller-Borg, Reynolds, Dunn, Gleason Jr. and Barnes.

                                                   Nays:  None.

 

Motion was made by Councilmember Miller-Borg adopting Resolution 2017-007, the opening of a Steele Library Checking Account, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                    Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.

                                                    Nays:  None.

 

Mayor Adams informed the Town Council that the ice machine we purchased for Steele Jr. High School has been delivered.

 

Mayor Adams asked the Town Council if everyone would be in favor of doing a Resolution for the 2018 Severe Weather Preparedness Tax Holiday in February? Yes. The Council agreed.

Motion was made by Councilmember Miller-Borg approving the Police Department purchases of a body camera for Joe David Morgan for $411.96, a taser for $1,223.20 and setting up Joe David Morgan with a Town cell phone with Verizon, 2nd Councilmember Gleason Jr.  & approved by the Town Council.

 

Ayes:  Miller-Borg, Gleason Jr., Reynolds, Dunn and Barnes.

Nays:  None.

 

Librarian Lynda Fann would like to use the Nutrition or Community Center on Friday, March 2, 2018 from 5:00-8:00 pm to have a Dr. Seuss party. This would give her the chance to inform parents of the summer reading program that the library has every year.

Fann would also like to hire an entertainer for the event and is going to check on prices.

 

Mayor Adams read the October Fire/Medic report.

 

Mayor Adams informed the Town Council that the Fire Department has received $850.00 from Fire & Rescue Billing.

 

Mayor Adams has spoken with Gerome Barron and he is no longer interested in serving on the Industrial Development Board at this time. Mayor Adams then informed the Town Council that there will now be a vacancy on the Industrial Development Board.

Mayor Adams opened up the sealed bids for the items that we declared surplus at the old grocery store building.

  1. Item #5 – Shrink wrap machine/ heating and sealing equipment$20.00 by Terry Marcrum                    2. Item #2- Two Dixie Craft checkout counters including cash register stands –                                 $521.00 by Terry Marcrum                                                                                                      3. Item #4 – Twelve shopping carts – $250.00 by B&B Discount Warehouse/ Travis                      Bright                                                                                                                                  Mayor Adams informed the Town Council that we had no bids for Item #3.                             Motion was made by Councilmember Gleason Jr. approving the bid for the electric shopping cart for $20.00 to Terry Marcrum, 2nd Councilmember Barnes & approved by the Town Council.

Ayes:  Gleason Jr., Barnes, Reynolds, Dunn and Miller-Borg.                                                          Nays:  None.

Motion was made by Councilmember Reynolds approving the bid for the two checkout counters and cash register stands for $521.00 to Terry Marcrum, 2nd Councilmember Barnes & approved by the Town Council.

Ayes:  Reynolds, Barnes, Dunn, Gleason Jr. and Miller-Borg.                                                                      Nays:  None.

Motion was made by Councilmember Gleason Jr. approving the bid for the twelve shopping carts for $250.00 to B&B Warehouse/Travis Bright, 2nd Councilmember Barnes & approved by the Town Council.

Motion was made by Councilmember Barnes approving the bid for the shrink wrap machine/heating and sealing equipment for $20.00 to Terry Marcrum, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Ayes:  Barnes, Gleason Jr., Reynolds, Dunn and Miller-Borg.                                                                                                                            Nays:  None.

Mayor Adams informed the Town Council that he wants to look further into the Air Methods Advantage Insurance before proceeding.

Motion was made by Councilmember Miller-Borg approving the expense, from the Fire Department Account, for the candy for the Trunk or Treat to Fire Chief James Martin for $104.54, the purchase of street signs to Traffic Signs for $172.45, the Fire Department’s fire prevention supplies from the Fire Department Account for $193.13, a Fire Department shirt for Evan Davenport for $20.00, and a fire helmet for the Fire Chief out of the Fire & EMS Account for $100.00, 2nd Councilmember Barnes & approved by the Town Council.

Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.                                                                        Nays:  None.

Mayor Adams informed the Town Council that the Fire Chief has found computer software for the Fire Department computer, Emergency Reporting, which makes it easier to apply for grants and is compatible with ISO.                                                                                                                                 1st year – $1,804.50 that includes a one-time setup fee of $384.50.                                                 2nd & 3rd year – $1,420.00 for the annual maintenance.                                 Motion was made by Councilmember Miller-Borg approving the Fire Department expense for the computer program with Emergency Reporting out of the Fire & EMS Account, 2nd Councilmember Barnes & approved by the Town Council.

Mayor Adams informed the Town Council that the Fire Department’s Advanced Cardiac Life Support license for the State has been approved. We are waiting on the State to inspect the truck and equipment.

Motion was made by Councilmember Barnes approving the medical supplies needed to stock the Fire Truck for $1,659.72, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Ayes:  Barnes, Gleason Jr., Reynolds, Dunn and Miller-Borg.                                                     Nays:  None.

Mayor Adams informed the Town Council that the garbage bags the Town sells are $8.00 per box and the last time we purchased any boxes was in 2014. The company we bought from was recently bought out, so the prices on the boxes we purchased have changed. Mayor Adams is going to check around for more prices before the next Council Meeting before we decide anything further.

Motion was made by Councilmember Gleason Jr. to observe the Christmas Holidays on Friday, December 22, 2017 and Monday, December 25, 2017, 2nd Councilmember Dunn & approved by the Town Council.

Council Minutes                                                                                                                                 November 6, 2017                                                                                                                                      Page 4                                                                                                                                                                                                                                                                                                   Mayor Adams discussed giving employees a one-time pay increase as followed:                                                      $500.00 – full-time employees                                                                                                            $375.00 – part-time employees working 30 hours on a regular basis.                                           $250.00 – contract employees or employees that have been employed with                                                  the Town for less than a year.                                                                                         Chapman and Martin’s will be shared between the Town & Water Board.  Motion was made by Councilmember Miller-Borg authorizing the one-time pay increase, 2nd Councilmember Barnes & approved by the Town Council.

Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.                                                         Nays:  None.

Councilmember Reynolds informed the Town Council that he will hopefully have the draft of the new Handbook ready to present to the Town Council by the next Council meeting.                                                                                                                                                                     Councilmember Dunn informed the Town Council that the UFOS, United Fellowship Outreach of Steele, will be meeting on Thursday, November 9, 2017 at 6:00 pm at the Community Center. They will be discussing the Christmas stockings.                                                                                                                                                                                                      Councilmember Barnes informed the Town Council that Mayor Roger Adams won the Town Seal competition. Councilmember Barnes would like to hire a digital designer to work with the Town Seal winner to produce an official Town Seal. Councilmember Barnes has spoken with our IT guy, Jason Guinn, and he recommended Shea Collins.                       Shea Collins charges $300.00 for two drafts and a final vector or $400.00 for three drafts and a final vector. Motion was made by Councilmember Gleason Jr. approving to do two drafts for $300.00, 2nd Councilmember Miller-Borg & approved by the Town Council.                                                                                                                                                                                                                                                               Ayes:  Gleason Jr., Miller-Borg, Reynolds, Dunn and Barnes.                                                                          Nays:  None.                                                                                                                                                                                                                                       Jimma McHugh thanked the Town Council for approving the roadblock that they had on Saturday, November 4, 2017 to help raise funds that will go towards her nephew a service dog.

With there being no further business to come before this Regular Council Meeting of November 6, 2017, Councilmember Barnes made a motion to adjourn the meeting, 2nd by Councilmember Miller-Borg, adjourned at 7:45 p.m.
