COUNCIL MINUTES-November 4, 2019

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 PM on Monday, November 4, 2019, at Steele Town Hall. Upon roll call the following members were present:

Present: Roger Adams, Mayor
Richard Reynolds, Councilmember Brent Dunn, Councilmember Philip Gleason Jr., Councilmember Rick Barnes, Councilmember
Nancy Miller-Borg, Councilmember

Absent: None.

The meeting was called to order by Mayor Adams, who asked Councilmember Gleason Jr. to lead everyone in a word of prayer.

The Town Council having read the minutes from the Regular Council Meeting held on Monday, October 21, 2019, motion was made by Councilmember Miller-Borg to approve the minutes, seconded Councilmember Barnes and approved by the Town Council.

Ayes: Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr. Nays: None.

Mayor Adams presented Resolution 2019-013 adopting fiscal year ending September 30, 2020 budget for the Town of Steele. Motion was made by Councilmember Reynolds approving Resolution 2019-013, seconded Councilmember Gleason Jr. and approved by the Town Council.

Ayes: Reynolds, Gleason Jr., Dunn, Barnes and Miller-Borg. Nays: None.

Mayor Adams informed the Town Council that we would be opening the sealed bids for the Surplus Property Sale on the 6 foot stainless steel slide. Mayor Adams stated that we received bids up until 4:30 PM today.

The Mayor and Town Council would like to r, reject both bids since they are the same amount. They would like to rebid the slide again and state on the posting of the advertisement that the date and time stamp will determine the winning bidder in case of another tie. Mayor Adams stated that we will open the sealed bids at the next Council Meeting held on Monday, November 18, 2019 at 6:30 PM.

Mayor Adams informed the Town Council about a Rebuild Alabama Act Annual Grant Program for Fiscal Year 2020. The project applications may be submitted for
improvements to any road or bridge owned and maintained by the Town that is open to

Chief Ward is requesting to order a bulletproof vest for the new Police Officer Justin Coupland for a cost between $369-$405. Motion was made by Councilmember Miller-Borg approving the Police Department expense of a cost between $369-$405 for a bulletproof vest, seconded Councilmember Reynolds and approved by the Town Council.

Ayes: Miller-Borg, Reynolds, Dunn, Gleason Jr. and Barnes. Nays: None.

Mayor Adams brought up a one-time pay increase for the Town’s employees. The amounts suggested by the Mayor are:

$750.00 – full-time employees working 40 hours a week and
regular part-time employees working 30 hours a week on a regular basis
$350.00 – contract employee (Coy Robinson)
$350.00 – part-time Police Officer (John Bowlin)
The total would be $8,200.00 for twelve employees.
Motion was made by Councilmember Dunn to accept the above stated one-time pay increases, seconded Councilmember Gleason Jr. and approved by the Town Council.

Ayes: Dunn, Gleason Jr., Reynolds, Barnes and Miller-Borg. Nays: None.

Councilmember Barnes stated he has spoken to someone recently regarding the security on the Town computers.

Mayor Adams informed the Town Council that we still haven’t heard anything from ADECA regarding the Demolition project that the Town applied for in July.

Mayor Adams reported that we had a very successful Trunk or Treat.

Mayor Adams stated that the Town Municipal buildings will be closed on Monday, November 11, 2019 in observance of Veterans Day.
The Water Board meeting will be moved to Tuesday, November 12, 2019 at 6:30 PM.

With there being no further business to come before this Regular Council Meeting of November 4, 2019, Councilmember Barnes made a motion to adjourn the meeting, 2nd Councilmember Miller-Borg, adjourned at 6:55 PM.
