COUNCIL MINUTES – November 20, 2017
The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, November 20, 2017 at Steele Town Hall. Upon roll call the following members were present:
Present: Roger Adams, Mayor
Richard Reynolds, Councilmember
Brent Dunn, Councilmember
Philip Gleason Jr., Councilmember
Rick Barnes, Councilmember
Nancy Miller-Borg, Councilmember
Absent: None.
Mayor Adams asked Councilmember Dunn to lead everyone in a word of prayer.
The Town Council having read the minutes from the Regular Council Meeting held on
Monday, November 6, 2017, motion was made by Councilmember Miller-Borg to approve
the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council.
Ayes: Miller-Borg, Gleason Jr., Reynolds, Dunn and Barnes.
Nays: None.
Julia Fant and Mackey Brannon were present and invited the Mayor and Council to attend the Community Candlelight Service at Reeves Grove Baptist Church on Sunday, December 17, 2017 at 11:00 a.m.. Ms. Brannon asked Mayor Adams if he would like to read the Christmas story at the service and he informed her that he would let her know an answer soon.
Brandon Paulk, with the Ashville Area of Commerce, was present and informed the Mayor and Council that he would be taking the President seat soon for the Commerce. Paulk mentioned that he would like businesses in Steele to get involved and he is looking for ways to get the word out for the Community to attend meetings. The Ashville Area of Commerce meets on the first Thursday of each month at 6:00 p.m..
Motion was made by Councilmember Reynolds adopting Ordinance 2017-003, for the 2018 Severe Weather Preparedness Tax Holiday beginning Friday, February 23, 2018 and ending Sunday, February 25, 2018, 2nd Councilmember Barnes & approved by the Town Council.
Ayes: Reynolds, Barnes, Dunn, Gleason Jr., and Miller-Borg.
Nays: None.
Motion was made by Councilmember Miller-Borg approving the Police Department expense on the 2014 Chevrolet Tahoe radiator repair for $354.95 and a retirement badge for Joy Ray for $117.00, 2nd Councilmember Gleason Jr. & approved by the Town Council.
Ayes: Miller-Borg, Gleason Jr., Reynolds, Dunn and Barnes.
Nays: None.
Mayor Adams informed the Town Council that the Town’s attorney, Richard Rhea, is reviewing the employee handbook.
Mayor Adams informed the Town Council that Joe David Morgan graduated from the Northeast Alabama Law Enforcement Academy on Thursday, November 16, 2017.

Mayor Adams informed the Town Council that State Representative Mack Butler presented a $1,000.00 check to the Library on Thursday, November 16, 2017.
Mayor Adams informed the Town Council that the State has granted a drug and fluid license to the Fire Department.
Mayor Adams would like to congratulate Fire Chief James Martin on being named Emergency Service Personnel of the year for St. Clair County for the Birmingham Regional Emergency Medical Services System.
Mayor Adams has received two quotes on garbage bags.
- Supply Works – $10.32/ box of 50 with a minimum order of 500 cases
- Plastic Place – $9.23/ box of 50 with a minimum order of 200 cases $17.49/ box of 100 with a minimum order of 200 cases
Motion was made by Councilmember Barnes approving the garbage bags from Plastic Place for $9.23/case for 200 cases and sell at $10.00 per box, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Nays: None.
Mayor Adams would like to revisit the one-time pay increase that was discussed at the last Council Meeting. Mayor Adams suggested:
$500.00 – full-time employees and part-time employees working
30 hours on a regular basis. $250.00 – contract employee – Coy Robinson
$250.00 – Joe David Morgan – Police Officer hired July 1st
$100.00 – James Martin – Assumed Fire Chief October 1st
The $500.00 to Samantha Chapman and Jessica Martin will be shared between the Town & Water Board.
Motion was made by Councilmember Reynolds to approve the one-time pay increase to the employees as written above, 2nd Councilmember Dunn & approved by the Town Council.
Ayes: Reynolds, Dunn, Gleason Jr., Barnes and Miller-Borg.
Nays: None.
The Mayor made the following announcements:
- The Mayor and Town Council have been invited to attend a fund-raising reception benefitting Rusty Jessup, who’s running for State House District 30.
- The Eleventh Annual St. Clair County Dr. Martin Luther King, Jr. Unity- Breakfast on Monday, January 15, 2018 at 8:00 am at the Pell City Civic Center.
- The next Council Meeting will be held on Monday, December 4, 2017 at 6:30 p.m..
- The Town Hall will be closed Thursday, November 23, 2017 and Friday, November 24, 2017 for Thanksgiving.
Mayor Adams mentioned that the annual contribution to the Economic Development Council (EDC) is due for $9,000.00 and we have the option to pay in full or any balance we would like and pay the remaining balance when they invoice us. Mayor Adams informed the Town Council that last year we paid half and then the other half when we were invoiced. Motion made by Councilmember Barnes to pay $4,500.00 to the EDC now and the other $4,500.00 when we are invoiced, 2nd Councilmember Miller-Borg & approved by Council.

Mayor Adams asked the Town Council if they would like to participate in the Local Government Insurance through the Town? No, everyone declined.
Councilmember Gleason Jr informed the Town Council that the entire Ashville Chamber of Commerce bragged on the Town of Steele’s Trunk or Treat.
Councilmember Barnes informed the Town Council that he has spoken with the digital designer, Shea Collins, and they are in touch on the Town Seal.
Mayor Adams requested the Town Council to review the October financial reports and approve at the next Council Meeting.
Mayor Adams informed the Town Council that Mike Sewell, the Town’s auditor, will be at the next Council Meeting.
With there being no further business to come before this Regular Council Meeting of November 20, 2017, Councilmember Barnes made a motion to adjourn the meeting, 2nd by Councilmember Miller-Borg, adjourned at 7:10 p.m.
