COUNCIL MINUTES – NOVEMBER 15, 2021

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 PM on Monday, November 15, 2021 at Steele Nutrition Center.  The following members were present:

 

                        Present:          Mayor Roger Adams

                                                Michael Stevens, Councilmember

                                                Tammy Deweese, Councilmember

                                                Rick Barnes, Councilmember     

                                                Philip Gleason Jr., Councilmember

                                                Nancy Miller-Borg, Councilmember

 

                        Absent:           None  

                                               

The meeting was called to order at 6:30 pm by Mayor Adams, who then asked Councilmember Barnes to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting on Monday, November 1, 2021; motion was made by Councilmember Miller-Borg to approve the minutes, seconded by Councilmember Barnes, and approved by the Town Council.

 

                                    Ayes:   Stevens, Deweese, Barnes, Miller-Borg and Gleason Jr.

                                    Nays:  None.

 

September 2021 Financial Reports were received for review at the Town Council Meeting held on November 1, 2021.  Councilmember Barnes made a motion to approve the September 2021 Financials, seconded by Councilmember Gleason Jr.,  and approved by the Town Council.  

                                   

Ayes:   Stevens, Deweese, Barnes, Miller-Borg, and Gleason Jr.

                                    Nays:  None.

 

 

The Town Council received the October 2021 Financial Reports to be approved at the next council meeting.

 

David Elks Territory Manager with Emergency Equipment Professionals, Inc. was present to discuss a proposal to purchase a new freightliner truck for the Fire Department.   He stated that there is a 16 and a half month build time.  Mr. Elks stated that there are various payment options, and there is a $7,500 discount if the truck is prepaid. This pre-payment can be via a loan through a bank of the Town’s choice, or through the financing that his company provides.  Firefighter Green was present at the meeting and asked if the price given was locked in until delivery.  Mr. Elks stated that yes, the price on the truck will be good until the end of the year.  He stated that the equipment prices will vary depending on availability and some of those may change.  Mr. Elks stated that the truck will have everything that NFPA (National Fire Protection Agency) requires.  He also stated that there will be an 8% increase on the truck after the first of the year.  Mayor Adams stated that on the current truck, the Town makes payments of $45,372 yearly.  The balance owed on the truck is approximately $77,000, which means that the current truck would be paid off before the new proposed truck was delivered.

Mayor Adams stated that the Library needs a heater.  He stated that he consulted an HVAC Company and they did not recommend putting a mini-split heater in that building.  He stated that there is a 3 brick heater in there now, and he would like to get a bigger one to heat the whole building.  The Mayor asked the Council to approve the cost of a heater for the Library.  Councilmember Barnes made a motion to approve this cost, seconded by Councilmember Gleason Jr., and approved by the Council.

                        Nays:  None.

 

Councilmember Miller-Borg stated that she received an email regarding a new infrastructure bill which would include grants for broadband.  Councilmember Barnes stated that there are some areas in the town where there is not adequate broadband and felt it would be good to identify those areas.  Mayor Adams stated that he had a contact at Charter Spectrum and would get that information to Councilmember Barnes.

 

Councilmember Miller-Borg stated that Councilmember Deweese has the Christmas Event with Santa scheduled for December 16th and asked the Council if they wanted to do a Christmas tree lighting before that event.

 

Mayor Adams asked Joey Haynes to give an update on the Lagoon.  Mr. Haynes stated that we are still out of compliance.  He stated that it costs $2,538.67 per 55 gallon drum of the chemicals he needs to kill the duckweed around the lagoon, and he feels it will take 2 drums.  Councilmember Barnes ask if Engineers of the South was working on the design.  Mayor Adams replied that he has spoken with Mike Walraven of Engineers of the South and they have already started working on it.  Councilmember Barnes made a motion to approve purchasing two 55 gallon drums of the chemicals needed, seconded by Councilmember Miller-Borg and approved by the Council.

With there being no further business to come before this regular Council Meeting of November 15, 2021; Councilmember Barnes made a motion to adjourn the meeting.   Adjourned at 7:22 PM.

The next Regularly Scheduled Council Meeting will be held on Monday, December 6, 2021.
