COUNCIL MINUTES – May 15, 2017

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 p.m. on Monday, May 15, 2017. Upon roll call the following members were present:

 

Present:          Roger Adams, Mayor

Richard Reynolds, Councilmember

                        Brent Dunn, Councilmember

                        Philip Gleason Jr., Councilmember

                        Rick Barnes, Councilmember

                        Nancy Miller-Borg, Councilmember                       

 

Absent:           None. 

 

Mayor Adams led the Town Council in prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on

May 1, 2017, motion was made by Councilmember Barnes to approve the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council, with Miller-Borg abstaining.

 

                                                     Ayes:  Barnes, Gleason Jr., Reynolds and Dunn.

                                                     Nays:  None.

                                                     Abstain:  Miller-Borg.

 

The Town Council having reviewed the April financial reports, motion was made by Councilmember Reynolds approving the financial reports, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Barnes, Dunn, Gleason Jr. and Miller-Borg.

                                                    Nays:  None.

 

Police Chief Ward requested we purchase a new camera system for $1,000, that comes with eight cameras, for the roof top on Town Hall. This would replace the current system which is inoperable.  Motion was made by Councilmember Barnes approving the purchase of a new camera system for Town Hall for $1,000, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                     Ayes:  Barnes, Miller-Borg, Reynolds, Dunn and Gleason Jr.

                                                     Nays:  None.

 

Police Chief Ward would like to purchase a new body camera for $399.00 for Officer Clay, he also informed the Town Council that he has sent his body camera to be repaired in Arizona.  Motion was made by Councilmember Miller-Borg approving the Police Department purchase of two body cameras just in case Ward’s can’t be fixed, 2nd Councilmember Barnes & approved by the Town Council.

                                                    Nays:  None.

 

Police Chief Ward would like to sell the 2010 Dodge Charger and purchase a new vehicle for the Police Department. The Dodge Charger currently has 157,000 miles on it and it’s on its third motor. Motion was made by Councilmember Reynolds to declare the 2010 Dodge Charger surplus and list it on Gov Deals with a minimum bid of $8,000, 2nd Councilmember Barnes & approved by the Town Council.

Police Chief Ward would like to purchase a new 2017 Tahoe from Donohoo Chevrolet for $40,086.94, for the Police Department. The Tahoe will come equipped with lights, a radar and cage. The Town can finance the Tahoe at People’s Independent Bank for $755.00 a month on a 4% interest for 60 months. This is under a government contract so it doesn’t have to be bid out.  Motion was made by Councilmember Miller-Borg to purchase a new Tahoe from Donohoo Chevrolet for $40,086.94 for the Police Department, 2nd Councilmember Gleason Jr & approved by the Town Council.

 

                                                     Ayes:  Miller-Borg, Gleason Jr., Reynolds, Dunn and Barnes.

                                                     Nays:  None.

 

Mayor Adams informed the Town Council that the storm shelter was delivered today.

 

Mayor Adams also informed the Town Council that the website is up and running.

 

Mayor Adams recently purchased two keypad locks from Lowe’s, for the Fire Department doors, for $110 a piece. Motion was made by Councilmember Reynolds to reimburse Mayor Adams $220 for the Fire Department purchase, 2nd Councilmember Barnes & approved by the Town Council.

                                                    Nays:  None.

 

Mayor Adams would like to add, “No Smoking in any Town vehicle” to the employee handbook. Motion was made by Councilmember Miller-Borg to amend the old handbook and add in the Handbook, “No Smoking in any Town vehicle”, 2nd Councilmember Barnes & approved by the Town Council.

                                                    Nays:  None.

 

The Middle Alabama Area Agency, M4A, sent the Town of Steele a Certificate of Appreciation plaque for supporting the fund-raising event to reduce Senior hunger in St. Clair County.

 

Mayor Adams informed the Town Council that there’s a vacant position on the Water Works Board. Mayor Adams would like the Council to start thinking of someone that might be interested to fill the position.

 

Councilmember Dunn informed the Town Council of the Farmer’s Market that will be held on Saturday, June 3, 2017, 8:00-12:00 pm at the old grocery store parking lot. This will be a weekly event through the end of August.

 

Councilmember Gleason Jr. informed the Town Council that he had recently been asked by Tim Swindall, if the Fire Department had any old fire hoses that could be used at Camp Sumatanga.

 

Councilmember Barnes spoke again about sending out a letter to the Town citizens.

 

Councilmember Miller-Borg asked the Town Council if they would like to have the National Night Out again this year? After discussion, motion was made by Councilmember Reynolds to have the National Night Out on Tuesday, October 3, 2017, 2nd Councilmember Barnes & approved by the Town Council.

The summer reading program, for the Library, will begin on Tuesday, June 13, 2017.

 

 

With there being no further business to come before this Regular Council Meeting of May 15, 2017, Councilmember Barnes made a motion to adjourn the meeting, 2nd by Councilmember Miller-Borg, adjourned at 7:00 p.m..
