COUNCIL MINUTES – March 5, 2018
The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, March 5, 2018 at Steele Town Hall. Upon roll call, the following members were present:

The meeting was called to order by Mayor Adams.
Councilmember Gleason Jr. led everyone in a word of prayer.
The Town Council having read the minutes from the Regular Council Meeting held on Tuesday, February 20, 2018, motion was made by Councilmember Barnes to approve the minutes, 2nd Council member Dunn and approved by the Town Council.

The January financial reports were reviewed. Councilmember Reynolds made the motion to approve, 2nd Councilmember Barnes and approved by the Town Council.

Mayor Adams reported the floor jack has been purchased. The asphalt millings were delivered and spread on Herb Collette Drive with the remainder used at the Lagoon.
Approval is requested for Jason Green to attend the Fire Inspector 1 course at a cost of $300.00. His completion of this course will assist in our plan to reduce the ISO rating for the Town. Motion was made by Councilmember Gleason Jr., 2nd by Councilmember Barnes and approved by the Town Council.

It is requested that Officer Caleb Wise attend a class to become a certified handgun instructor. The only cost will be for the ammunition to use in the training. Motion was made by Councilmember Miller-Borg to approve the cost of $1,268.92. Second by Councilmember Gleason Jr., and approved by the Town Council.

Mayor Adams congratulated Police Chief Mark Ward for becoming a certified law enforcement executive in Alabama. He is one of only four in St Clair County.
Chief Ward requested payment of $80.00 to the Alabama Peace Officers Association for membership for four officers. Membership benefits include a $10,000.00 life insurance policy. Motion to pay the $80.00 was made by Councilmember Miller-Borg, 2nd by Councilmember Dunn and approved by the Town Council.

The Mayor reminded everyone about signing the petition supporting the retention of the 7th and 8th grades at Steele School. Councilmember Barnes made a motion to move our next Town Council Meeting to Tuesday, March 20, 2018 in order for Councilmembers to attend the St Clair County Board of Education meeting on March 19. Second by Councilmember Gleason Jr., and approved by the Town Council.

Mayor Adams declared a vacancy on the Water Board at the last Council Meeting. Councilmember Miller-Borg nominated Ruby Reynolds, 2nd by Councilmember Barnes. There being no other nominations with seconds, Councilmember Miller-Borg moved to close the nominations with a 2nd by Councilmember Dunn. The Town Council approved Ruby Reynolds to fill the remainder of the term of Wilbur Smith on the Steele Water Board. Approved by the Town Council.

Councilmember Reynolds reported that the financial committee met and reviewed the finances for four months. The review was good.
Councilmember Dunn noted the Amazing Race committee would meet March 10, 2018 at Town Hall. He discussed the Farmers’ Market and said there were organizational meetings scheduled for April 3 in Montgomery and April 11 in Cullman, during the daytime. He requested a volunteer to attend one of the meetings, if possible. He also mentioned there was a huge turnout at Town Hall Saturday for residents to sign the previously mentioned school petition.
Councilmember Gleason Jr. discussed improving restrooms at the Town Park. At the present time they are not handicap accessible. Plans were discussed to improve the safety as well as appearance of the restrooms. Ricky Rayford presented a proposal with a cost of supplies from Plumber’s Wholesale of $4,374.55. This did not include supplies from other sources or the labor costs. The plans and costs will be reviewed.
Councilmember Barnes noted that Chief Ward is visiting shut-ins in Steele as part of the Are You OK Program. He said Chief Ward requested that any donations to the Program be designated for the Senior Center.
Councilmember Barnes said the school petition drive was good but requiremements were to increase student and supplement costs at the school. He suggested a possible, voluntary add-on fee to the water bill which would go directly to the school. The Town has the technology in place to do the add-on. He recently learned of an Adaptive Climbing competition for amputees at Horse Pens 40. This is a perfect example of “eco tourism”. He thought this might be an idea of a team for climbers at the Steele School. We have a location but we would need a coach. He is going to research the matter further.
Councilmember Miller-Borg reported she is attempting to secure the National Guard climbing wall for the National Night Out. She also reminded everyone that Storyteller Dolores Hydock will be at the Community Center on March 22, 2018.
With there being no further business to come before this Regular Council Meeting of March 5, 2018, Councilmember Barnes made a motion to adjourn the meeting, 2nd by Councilmember Gleason Jr., adjourned at 7:08 pm.
