COUNCIL MINUTES – January 2, 2018

 

 

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Tuesday, January 2, 2018 at Steele Town Hall. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Rick Barnes, Councilmember                    

                            Nancy Miller-Borg, Councilmember

 

Absent:              None.

 

The meeting was called to order by Mayor Adams.

Mayor Adams led everyone in a word of prayer.

 

Police Chief Ward presented Officer Joy Ray with a certificate and badge for her 12 years of service with the Town of Steele Police Department and the Are You Okay Program.

 

The Town Council having read the minutes from the Regular Council Meeting held on Monday, December 18, 2017, motion was made by Councilmember Reynolds to approve the minutes, 2nd Councilmember Barnes & approved by the Town Council.                                  

                                                  Ayes:  Reynolds, Barnes, Dunn, Gleason Jr. and Miller-Borg.

                                                  Nays:  None.

 

Mayor Adams informed the Town Council that when the grocery store surplus items were sold back in 2014 that the Waterworks Board – Town of Steele never received any funds from the sale. The total that the Waterworks Board should have received in 2014 was $2,314.81 and the Waterworks Board share for the 2017 surplus sale was $405.50 totaling $2,720.31. Motion was made by Councilmember Miller-Borg to transfer $2,720.31 to the Waterworks Board – Town of Steele for the grocery store surplus sale, 2nd Councilmember Barnes & approved by the Town Council.

 

Ayes:  Miller-Borg, Barnes, Reynolds, Dunn and Gleason Jr.                                                     Nays:  None.

 

Motion was made by Councilmember Gleason Jr. approving Resolution 2018-001, for the Town of Steele hereby endorsing and supporting legislation requiring that all child-care facilities and child day-care facilities be subject to licensing and regulation by the Department of Human Resources, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                   Ayes:  Gleason Jr., Miller-Borg, Reynolds, Dunn and Barnes.

                                                   Nays:  None.

 

Mayor Adams informed the Town Council that we need a set of rain gear for one of our public works employees. Motion was made by Councilmember Gleason Jr. approving a set of rain gear for Chris Quinn, 2nd Councilmember Dunn & approved by the Town Council.

                       

                                                   Ayes:  Gleason Jr., Dunn, Reynolds, Barnes and Miller-Borg.

The Town Council agreed to table the Opiod Agreement until the next Town Council meeting.  

 

Mayor Adams informed the Town Council that the Nutrition Center’s AT&T contract is up for renewal. He informed the Town Council that we could do a month-to-month rate or we could do a 12 month term rate.

                    The month to month rate is as follows:    $89.00 per line per month

                    The 12 month term rate is as follows:      $55.00 per line per month

 

After discussion, the Town Council agreed to do the 12 month term rate at $55.00 per line per month with AT&T.

 

The Town Council having reviewed the November financial reports, motion was made by Councilmember Reynolds approving the financial reports, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Barnes, Dunn, Gleason Jr. and Miller-Borg.

                                                   Nays:  None.

 

Police Chief Ward would like to purchase 8 new tires to be in reserve for the Police Department Chevrolet Tahoes.                  

                  Eight tires from B&C Tire Service for the Chevrolet Tahoes would be $1,052.40.

Motion was made by Councilmember Reynolds approving the purchase of 8 tires for the police vehicles, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Miller-Borg, Dunn, Gleason Jr. and Barnes.

                                                   Nays:  None.

 

Mayor Adams would like to re-visit the trash bag issue.

                  Plastic Place – $9.23/ box of 50 with a minimum order of 400 cases – $3,692.00                                                 $17.49/ box of 100 with a minimum order of 200 cases – $3,498.00

After discussion, the Town Council agreed to purchase the 50 to a box of garbage bags for $3,692.00 from Plastic Place. It was felt the citizens would prefer to purchase the boxes of 50 rather than 100.

 

Mayor Adams made the following announcements:

 

 

 

  • The Town Hall will be closed Monday, January 15, 2018 in observance of Martin Luther King Day.

 

  • The next Council Meeting will be held on Tuesday, January 16, 2018 at 6:30 p.m..
  • The Eleventh Annual St. Clair County Dr. Martin Luther King, Jr. Unity- Breakfast on Monday, January 15, 2018 at 8:00 am at the Pell City Civic Center.

 

Motion was made by Councilmember Reynolds to adopt the proposed Town of Steele’s Employee Handbook with an effective date of Thursday, January 18, 2018, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Miller-Borg, Dunn, Gleason Jr. and Barnes.

                                                   Nays:  None. 

 

Councilmember Miller-Borg informed the Town Council that the St. Clair County Sports Hall of Fame induction banquet will be on Saturday, January 13, 2018 at 6:00 p.m. at the St. Clair County High School. Councilmember Miller-Borg informed the Town Council that Memory Gleason, a resident of Steele, will be inducted. The price for tickets will be $15.00, which will include dinner.

Councilmember Miller-Borg informed the Town Council of the Amelia Earhart Luncheon with CarolAnn Garratt that will be benefitting ALS Research will be on Saturday, January 20, 2018 at 11:00 a.m. in Birmingham.

 

Motion was made by Councilmember Dunn approving the purchase of a Remington 30,000 BTU heater from Lowe’s for $249.00 for the Library and all the accessories, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                   Ayes:  Dunn, Barnes, Reynolds, Gleason Jr. and Miller-Borg.

                                                   Nays:  None.

 

With there being no further business to come before this Regular Council Meeting of

January 2, 2018, Councilmember Miller-Borg made a motion to adjourn the meeting, 2nd by Councilmember Barnes, adjourned at 6:57 p.m.
