COUNCIL MINUTES – August 7, 2017

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, August 7, 2017 at Town Hall. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Nancy Miller-Borg, Councilmember

                          

Absent:               Rick Barnes, Councilmember

 

Mayor Adams asked Councilmember Gleason Jr. to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on Monday, July 17, 2017, motion was made by Councilmember Miller-Borg to approve the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                   Nays:  None.

 

The Town Council having reviewed the June financial reports, motion was made by Councilmember Reynolds approving the financial reports, 2nd Councilmember Dunn & approved by the Town Council.

 

 Ayes:  Reynolds, Dunn, Gleason Jr. and Miller-Borg.

               Nays:  None.

 

State Senator Phil Williams, was present, and told the Council that his District was changed and would not cover any of St. Clair County after the next election.

 

Lynda Fann, the librarian, has spoke with Judy Douglas with the St. Clair County Library and Fann can pick up any supplies she needs from the St. Clair County Library after September 1, 2017.

 

Fann brought up that her cousin is wanting to start having a Zumba class on Mondays & Thursdays, for one hour, at the Nutrition Center building. They would sign a waiver stating that the Town of Steele would not be responsible for anything that happened during that class.

 

Police Chief Ward advised that he’s received one estimate on the office door & security window from Guffey Construction for $1,725.00. He was unable to get any other companies to give an estimate. Motion was made by Councilmember Reynolds approving the purchase of a new office door & security window, 2nd Councilmember Miller-Borg & approved by the Town Council.

                                                    Nays:  None.

 

Chief Ward informed the Town Council that J&K Tires doesn’t do the state bids on tires anymore. Ward is going to check with B&C Tire in Gadsden. J&K Tires bids are often lower than the state bid price.

 

Mayor Adams informed the Town Council that the backhoe needs all new tires and he will have prices at the next Council Meeting. He will check with the Water Board about sharing the cost of replacement tires.

Chief Ward informed the Town Council that Officer Caleb Wise wants to take Basic EMT classes at Gadsden State Community College on Mondays, Tuesdays and Thursdays. Motion was made by Councilmember Miller-Borg approving the Fire Department expense of sending Caleb Wise to take Basic EMT classes, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                        Nays:  None.

 

Mayor Adams informed the Town Council of the Steele Water Board Vacancy. The Mayor has spoken with Darrell Deweese and he’s willing to serve on the Water Board. Motion was made by Councilmember Miller-Borg to nominate Darrell Deweese to the Water Board, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                        Nays:  None.

 

The League of Municipalities dues for September 1, 2017- August 31, 2018 are due by September 1, 2017. Motion was made by Councilmember Reynolds approving the dues to the League of Municipalities for $687.13, 2nd Councilmember Dunn & approved by the Town Council.

                                                         Nays:  None.

 

Mayor Adams read the June & July Fire/Medic report.

 

Judge Rodney Ward has a Fall Municipal Law Conference in September. The total for the conference registration fee, CLE fee and handouts would be $380.00. Motion was made by Councilmember Miller-Borg approving Judge Ward’s $380.00 fees, plus lodging and food while at his conference, 2nd Councilmember Reynolds & approved by the Town Council.

                                                       Nays:  None.

 

Mayor Adams informed the Town Council that he was approached by Fire Chief McHugh and Fireman James Martin. Fire Chief McHugh is planning on stepping down as Fire Chief at the end of September. James Martin is working two full-time jobs right now and would quit one to work at Steele any day he’s not in Rainbow City along with Saturday and Sunday. The hiring of Martin as a full-time Chief was discussed. It would mean additional funding in the budget for the position. Motion was made by Councilmember Reynolds approving the additional funding in the budget to hire a full-time Fire Chief, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                        Nays:  None.

 

Motion was made by Councilmember Gleason Jr. to pay the $200.00 annual fee for the Solid Waste Collector Permit Fee collected by the St. Clair County Health Department, 2nd Councilmember Dunn & approved by the Town Council.

Unipres is hosting their 3rd Annual Charity Golf Tournament on Saturday, September 16th, 2017 at Twin Bridges Golf Club in Gadsden, AL. Last year, Unipres raised $10,000 through this event to purchase Christmas gifts for many children in our community who were less fortunate. Motion was made by Councilmember Reynolds to sponsor a golf team for $240.00 and if we can’t get a team we will be a Bronze Sponsor for $200.00, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                          Nays:  None.

 

 

Mayor Adams has spoken with the Town’s Attorney, Richard Rhea, concerning the Town Seal competition. The Town is allowed to give prizes towards the winners of the competition. Senator Williams said he will donate $200.00 towards the prize money. Motion was made by Councilmember Miller-Borg to reward $30.00 for each winner and $50.00 for the additional overall winner, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Mayor Adams informed the Town Council that the unopposed Motion for Termination of Settlement Agreement in the case of ADEM vs. the Town of Steele concerning the sewer lagoon was granted on July 27, 2017 by Circuit Judge Phil Seay.

 

 

Mayor Adams read a Thank you letter from the YWCA for the Town’s donation for the St. Clair County domestic violence center.

 

 

Mayor Adams informed the Town Council that we have changed the Fire Station bank account to the Town Debit Card Account.

 

 

Mayor Adams has noticed that the tires on the garbage truck need replaced. He’s received quotes on the tires.

                                               J&K Tire & Services – $1,726.00 for 5 imported tires

                                               J&K Tire & Services – $1,926.00 for 5 USA made tires

                                               B&C Tire & Battery Service – $2,049.16

                                               OK Tire Service – $ $1,825.00

                                               Baker Tire LLC. – $ 1,635.00

 

J&K Tire & Services was within $100.00 of this quote for the imported tires. The Town Council decided to go with USA made tires from J&K Tire & Services, since the price was competitive on the imported tires, the decision was made to purchase from a local business. Motion was made by Councilmember Dunn to purchase five USA tires from J&K Tire & Services, 2nd Councilmember Gleason Jr. & approved by the Town Council.

Councilmember Dunn mentioned that the Back to School Event went well.

 

Mayor Adams talked with Houston Jenkins, our engineer, about the resurfacing on the interstate. The bids were due by Friday, July 28, 2017. The work would probably not be started until Spring, 2018.

 

 

With there being no further business to come before this Regular Council Meeting of

August 7, 2017, Councilmember Miller-Borg made a motion to adjourn the meeting, 2nd by Councilmember Dunn, adjourned at 7:25 p.m..
