COUNCIL MINUTES – APRIL 17, 2017

 

The Town Council of the Town of Steele, Alabama, met in Regular Session at 6:30 pm on Monday, April 17, 2017. Upon roll call the following members were present:

 

Present:              Roger Adams, Mayor

                            Richard Reynolds, Councilmember

                            Brent Dunn, Councilmember

                            Philip Gleason Jr., Councilmember

                            Rick Barnes, Councilmember

                            Nancy Miller-Borg, Councilmember

 

Absent:               None.

 

 

Mayor Adams asked Councilmember Reynolds to lead everyone in a word of prayer.

 

The Town Council having read the minutes from the Regular Council Meeting held on April 3, 2017, motion was made by Councilmember Barnes to approve the minutes, 2nd Councilmember Gleason Jr. & approved by the Town Council, with Miller-Borg abstaining.

 

                                                     Ayes:  Barnes, Gleason Jr., Reynolds and Dunn.

                                                     Nays: 

                                                     Abstain: Miller-Borg.

 

The Town Council having reviewed the March financial reports, motion was made by Councilmember Reynolds approving the financial reports, 2nd Councilmember Miller-Borg & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Miller-Borg, Dunn, Gleason Jr. and Barnes.

                                                   Nays:  None.

 

Mayor Adams advised the Town Council of Gadsden Fire Extinguisher Company coming out and doing their yearly inspection, tests of the extinguishers, and recharging the fire extinguisher tanks. The total bill was for $710.00, which includes the Police Department, Fire Department, Town Hall, Town Shop, Community Center and Library.

Mayor Adams also advised the Town Council of the Fire Department purchasing a 55 gallon drum of foam for $1,325.00 and six-50 ft. hoses for $512.68 from Buddy Gray Fire Equipment. Motion was made by Councilmember Miller-Borg approving the expenses for the Gadsden Fire Extinguisher Company bill for $710 and the Buddy Gray Fire Equipment bill for $1,837.68, 2nd Councilmember Barnes & approved by the Town Council.

                                                    Nays:  None.

 

Mayor Adams informed the Town Council that the concrete has been poured for the storm shelter.

Mayor Adams advised the Town Council that two of the septic tank lids at the ball field bathrooms have collapsed. Newman’s Septic & Concrete sold the Town two septic tank lids for $50 a piece. Bellew Contracting Services has priced the Town $195 to pump the septic tank at the ballfields. Motion was made by Councilmember Reynolds approving the purchase of the two septic tank lids for $100 and the septic tank being pumped for $195, 2nd Councilmember Barnes & approved by the Town Council.

                                                   Nays:  None.  

 

Pat Warren has asked Mayor Adams about using the grocery store building parking lot during the Highway 11 yard sale in May. After discussion, the Town Council agreed to have Mayor Adams check and see what her plans are for the yard sale before deciding anything further.

 

Mayor Adams asked the Town Council if they knew where they would like the Farmer’s Market to be held. After discussion, motion was made by Councilmember Dunn to have the Farmer’s Market at the grocery store parking lot, 2nd Councilmember Miller-Borg & approved by the Town Council.

                                                   Nays:  None.

 

Mayor Adams advised the Town Council that we are in need of some more mosquito spray for the Town. Motion was made by Councilmember Miller-Borg approving the purchase of mosquito spray, 2nd Councilmember Barnes & approved by the Town Council.

                                                   Nays:  None.

 

Mayor Adams advised the Town Council of the carpenter bees at the pavilion by the park being bad.  Motion was made by Councilmember Reynolds approving the expense of A1 Exterminating spraying for the bees, 2nd Councilmember Barnes & approved by the Town Council.

 

                                                   Ayes:  Reynolds, Barnes, Dunn, Gleason Jr. and Miller-Borg.

                                                   Nays:  None.

 

The librarian, Lynda Fann, has been asked by Judy Douglas, the St. Clair County Library System Director, to attend a meeting in Montgomery on Wednesday, April 19, 2017.   The meeting is to discuss the beer/wine tax that the St. Clair County Commission distributes to the St. Clair County City Libraries. Ragland and Steele are the only county libraries still left in the St Clair County Library System. Lynda Fann is asking for permission to attend the meeting in Montgomery on April 19 with a day’s pay and the Town to also pay Holly Silor to keep the library open from 9:00-4:30 pm.. Motion was made by Councilmember Reynolds to approve Lynda Fann attending the meeting in Montgomery and also paying Holly Silor for Wednesday, April 19th, 2nd Councilmember Barnes & approved by the Town Council.

Mayor Adams informed the Town Council of the back-hoe being serviced by Warrior Tractor and Equipment for a total of $1,158.36. The Warrior Tractor and Equipment service included checking for water in the fuel code and flushing the fuel system. They also installed a new sensor and new fuel filters. The total for the Town to pay would be $579.18, and the Water Board will cover the other $579.18. Motion was made by Councilmember Barnes approving the back-hoe expense of $579.18, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                   Nays:  None.

 

Mayor Adams also mentioned that we had to buy extra hose and fittings for the back-hoe for a total of $65.42, which the Town would be paying $32.71. Motion was made by Councilmember Barnes approving the $32.71 for the extra hose and fittings, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                   Nays:  None.

 

Mayor Adams advised the Town Council that at the last Council Meeting on Monday April 3, 2017 the Town Council had approved to purchase a breathalyser for the Police Department for $525.00. We didn’t include the shipping which was $35.99. Motion was made by Councilmember Miller-Borg to pay the additional $35.99 for the Police Department purchase, 2nd Councilmember Barnes & approved by the Town Council.

The Middle Alabama Area Agency on Aging, also known as M4A, specializes in resources, services, and information for older individuals in middle Alabama. The M4A is hosting a “Feeding Frenzy BBQ” fund-raising event that will help provide meals for the Seniors in St. Clair County in Pell City on Thursday, May 11, 2017 that will feed the Seniors in St. Clair County. Mayor Adams asked the Town Council if they would like to be a Sponsor for this event. Motion was made by Councilmember Miller-Borg to be a Bronze Star Sponsor for $250.00 at the “Feeding Frenzy BBQ” in May, 2nd Councilmember Dunn & approved by the Town Council.

Mary Walker requested to have a roadblock on Saturday, May 6, 2017, 8:00 am-2:00 pm for the Steele Baptist Church youth group.  The roadblock donations will be helping go towards funding the youth, that will be attending a church summer camp in Tennessee. Motion was made by Councilmember Reynolds approving the roadblock for the Steele Baptist Church youth group, 2nd Councilmember Gleason Jr. & approved by the Town Council.

The St. Clair County Mayor’s Association Meeting breakfast will be held on Tuesday, April 18, 2017, 7:30 am in Margaret.

 

The Steele Jr. High School’s 3rd Annual 5K Raider Run will be held Saturday, April 22, 2017 starting at the Jet-Pep.

Mayor Adams has been speaking to several companies about the security on the computers and web design. Mayor Adams, Councilmember Reynolds and Councilmember Barnes met with Lookout IT about our IT work and website design. Jason Guinn, with Lookout IT, gave the Town a proposal for a onetime $2500.00 fee for building the website which also includes photography for the website. The maintenance for the website and backup/security would be $100 monthly. The managing of the IT would cost $300 monthly. After discussion, motion was made Councilmember Barnes to hire Lookout IT for our website design and IT, 2nd Councilmember Miller-Borg & approved by the Town Council.

                                                    Nays:  None.                                 

 

Fire Chief Robert McHugh would like to purchase two thermal imaging devices, that are used to locate victims in heavy smoke and sight limited environments as well as locate fire and hot spots in those conditions. The devices run about $600/each. Motion was made by Councilmember Miller-Borg approving the Fire Department purchase of two thermal imaging devices for $600 a piece, 2nd Councilmember Gleason Jr. & approved by the Town Council.

                                                   Nays:  None.

 

The Fire Department will be having an Open House on Saturday, April 22, 2017,

10:00 am-4 pm at the new Fire Station.

 

Mayor Adams read off the Fire/Medic calls report for the month of March.

 

Dunn is working on the Farmer’s Market Guidelines & Rules.

The Town Council agreed to have the Farmer’s Market on a Thursday afternoon or a Saturday morning, whichever works best.

 

With there being no further business to come before this Regular Council Meeting of April 17, 2017, Councilmember Barnes made a motion to adjourn the meeting, 2nd by Councilmember Reynolds, adjourned at 7:34 p.m..
